Bright and energetic, Licia Chovan's cheerful demeanor conceals a very thoughtful, contemplative nature. While she comes off bubbly to most, she's quick to back off in the face of dislike; as a former pilot for Zeon, she expects a lot of people in Federation spaces to take issue with her past, and now that she's outside of Federation spaces she's still getting used to the idea of it being different. But she's noted as a talented pilot in a mobile suit or at the helm of a ship, and she still believes in the reasons that took her to Londo Bell: a better fate for Zeon and the Earth Sphere than Char Aznable's grand plans. While she isn't sure herself what the 'best' path is, she trusts her Captain and friend Eight York to find it. In the meantime, she'll be her support as best she's able.

0074: Born to a young pilot for Zeon.
0077: Her mother deploys to Side 6 to protect its independence.
0079-0080: the One Year War. Licia's mother dies in the fighting. She is five. Her father survives, a civilian teacher.
0083: Chovan's family is not part of the Delaz fleet. They are in Zum City; Chovan's father gets a job at a wealthy private school, which insulates the Chovan family somewhat from economic troubles.
0087: Chovan's father mostly tries to keep the family out of the return to Axis Zeon, but as a teacher in some of the private schools of the higher-ups' children, he cannot entirely avoid being entangled.
0088-0089: Neo Zeon reforms and is defeated by 0089. At this point, Licia is 15, and attending some of these schools herself.
0091: Surprising her father, Licia signs up for the military. She is 18 years old.
0093: Neo-Zeon enters a war footing. Licia is 20 years old. She has been preparing to fight for the independence of her home, seeing no better opportunity--but when Char Aznable tries to drop Axis on the Earth, she is one of the Neo-Zeon pilots to try to stop it in the end, hoping for a miracle. In the aftermath of the battle she defects to Londo Bell.
0094: Captain Zaress Ulyse takes a chance on Licia, requesting her assignment to the Ra Mari, not as a mobile suit pilot, but as a crewman. She becomes one of the best ship pilots in Londo Bell, but rarely gets the opportunity to show off her skills.
0095: As Eight York takes command of the heavily damaged Ra Mari, Licia Chovan acts as helmswoman, making a clear difference in the battle against the kaiju at Winter Wonderland and proving herself a valuable member of the crew. Her promotion sees her placed in a regular spot at the helm of her ship.
0097: Defects from the Federation with Captain York and crew. Begins to serve on the Ra Mari II as part of the Three Ships Alliance.

Resources

Chovan doesn't have a lot! Her family had some money, thanks to her father being a private school teacher to many of the children of Zeon's elite, but when she defected to Londo Bell he was blacklisted from the job, but now it's tied up in maintaining his livelihood as he takes a lower-prestige job. Chovan herself doesn't lean on her father's money anyway, but she doesn't have a lot of friends in Londo Bell, and doesn't have a lot of trust, either.

In the Three Ships Alliance she's making a lot more friends and contacts, though. Some people say she's going to be in a movie!
