As an Innovade, Orion was originally made to assist humanity in becoming True Innovators, capable of reaching an understanding with alien races as per the plans of Aeolia Schoenberg. However, Orion was repurposed by Ribbons Almark in his bid to rule humanity as the superior beings, turning him into a sleeper agent to infiltrate revolutionary organizations, to destroy them from within before they can form any kind of opposition against him. He was sent to join Satellicon, to create true relationships with others, before destroying it from the inside once their use to the Innovators serves its purpose, that of destroying the current world order. Orion as a sleeper agent has implanted memories and is only able to recall memories of his Innovade existence when another Innovade activates him.

Background

Orion was originally designed as an observer Innovade, meant to watch over humanity and make reports to Veda. Due to the virtual immortality of Innovades, he has kept this watch for quite a good period of time. However, at one point, he was called back to Veda for hibernation after generally being dissatisfied with the progress humans were making towards true understanding and peace. It was then that he was fed new information and was partially reprogrammed to serve the Innovators of Ribbons Almark, turning him into a sleeper agent, a secret weapon for the Innovators to gather enemy intelligence and to sabotage enemy operations. Naturally, Ribbons tasked Orion with infiltrating Celestial Being, now a part of Satellicon, so that they may be less of a nuisance to his own designs.

While it may seem Orion is an unwilling member of the Innovators, he has come to the conclusion that humanity needs an iron fist to rule them, as history has repeatedly shown him what a divided humankind has done to cause more wars and misunderstanding. Hence, he helps the Innovators on the pretense that it will still achieve the goals of Aeolia Schoenberg.
