The document is given in two-fold: A yellow-bordered coversheet with the mildly brazen "SECRET//SCI-ZZD.000//SCI-MSGU-UG02" on top detailing the importance of the below text containing the usual minutae of what sort of penalties apply to people who leak this information. Recommendations on methods to dispose of this information are hand-scribbled in the margins.

With the authorization of the leadership of the Shuffle Alliance, the following organizational changes will be made publicly known.

Due to the events concerning the RX-O[N] Unicorn Gundam 02 Banshee Norn (AKA: Banshee Norn) and the capture, compromise, and continued usage of Spade-7 for a period of multiple months:

• Spade-7 is to be removed from all current and future Shuffle Alliance internal duties, notifications, and movements until there is no reasonable doubt about her activities regarding the severe compromise of internal information and activities, effective immediately.
• This decision was reached on 26 May 0097.

Due to the actions of Heart-2 and her involvment in Char Aznable's escape:

• Heart-2 is to have her activities severely scaled back and placed on probational leave. This includes: Radio, internal movements, personnel, general supplies, logistics, and other various activities.
• This decision was reached on 02 June 0097.

Personnel are directed to not bring any form of harm to either Spade-7 or Heart-2. Any jokes about them in public spaces will be taken as hostile intent and will be dealt with in similar fashion.

    I apologize for the seemingly harsh language, but the severity cannot be overlooked on both accounts, no matter where the fault lies. 
   
   Spade-7's betrayal...I know. We all know. But it has to be done until we know the damage. We have her back, but we can't slump over after what we've done. Be aware of the Vist Foundation, and follow proper common sense on notifying contacts about where you'll be when going into what may be hostile or even neutral territory. We can't be everywhere, but we can try to be as safe as we can.
   
   Heart-2's actions are complicated. I will not speculate here about why. She has done what she did, and this is the appropriate reaction to the action.
   
   I once again ask: Do not harm either of them. I know what Char has done. I know what Spade-7 has done. I am keenly aware of what Heart-2 has done. Direct your actions to the sources that brought about their changes, and as always: Believe in people. Trust, but verify. Keep the weapon close, but reach with a hand.
   
   This is why we're here. For peaceful resolution and to be heroes of justice.
