Photon Power (koushiryoku) comes from the unique properties of japanium.
When subjected to heat, japanium emits an enormous amount of energy as photons but quickly stabilizes back into totally normal japanium. These interactions do not seem to adhere to current assumptions about conservation of energy.
OCU Japan is powered by a single Photon Power reactor built into Mt. Fuji, operating at less than a sixth of its projected output when fully complete.
