Schneizel el Britannia's office, some time ago:
Euphemia stands in front of the desk that her brother sits behind, Schneizel holding a stack of paperwork that she had brought to him. There's no chair for her to sit in, but the grace she carries herself with does signify a little bit of anxiety in the way she's presented herself - shining with hope for the idea she's presented to him.
Looking up from the papers, Schneizel gives his response - and it's one she had hoped for. "Euphy, I think this is a wonderful idea!"
"Oh- Than - Really?!"
"Yes, you should follow this path you believe in. I'll discuss it with Cornelia." He reassures her. "In addition, I will set up a press event for you to announce this."

Press Room, Nagoya, Japan - Area 11:
This press room was clearly prepared for her, bearing a podium adorned with a vase of pink roses. Numerous reporters and cameramen crowd the other half of the room, some discreet bodyguards keeping an eye on them and on the Third Princess.
"Is this being transmitted to the entire Area?" Princess Euphemia asks a brunette woman in the front row, in a salmon colored jacket - just to be sure.
"Ah- do you mean if we're live?" She glances at her cameraman, who nods. "Yes, Princess, we are."
Euphemia smiles.
"Good afternoon - I am Euphemia, the sub-viceroy of Area 11 of the Holy Britannian Empire. There is something of great and important consequence to tell you about today." Murmurs ripple through the crowd, and she raises her hand kindly, asking silently for a moment to finish this declaration.
"I, Euphemia li Britannia, hereby declare the formation of a Specially Administrated Zone of Japan in a to-be determined area of Nagoya."
The ripple of murmurs turn into shouts and questions and she raises her other hand to join the first. "Please, let me finish."
"Within this Administrated Zone, Elevens will no longer have to call themselves Elevens; they will be allowed to call themselves Japanese. Restrictions that were placed against Elevens and special rights given to Britannians will no longer exist within this zone."
Raising her hands, Euphemia makes the statement clear. "It will be a place... a place where Japanese and Britannians live side-by-side - as equals!"
There is a moment of silence, and the questions, comments, come flying at her at a even more rapid pace than before, and she lowers her hands, hope sparkling in her lilac eyes as she loudly calls out a name that gets their attention again.
"Zero - Do you hear me, Zero?"
Her hands reach forward, begging, turned upright.
"I don't care about who you are under that mask - or about your past! What I care about, what I beg you, is to join us - join us in creating this special zone of freedom!"
She pulls her hands close to her chest. "Zero, help me build a new future within Britannia... a place- for everyone!"
This time she doesn't move, aside from her arms coming down to rest at her sides. When it becomes clear she won't be answering questions or comments, she finally speaks again. "On December 1st, we will celebrate the Opening of this Special Administrative Zone of Japan. Further details will be publically posted so all may be aware of this."
