The Ashford Student Council Room has had an air of melancholy these past few days. No new business had occurred, and everything had mostly been handovers. Most of the council were graduating this year- including it's long standing heart.
But that meant tonight, the night before graduation, they could make the room however they want. The fold out couch was already made up. The screen that was used for presentations was set up at the foot of the bed, in case they wanted to just take it easy. The fridge has drinks, chocolates and a little bottle of something bubbly Emmy brought with her from a store near work for the big day.
Emmy is the first one through the door, changed into a comfy pink long sleeved nightdress with the words 'SAGITTARIUS 9PM' and a star going up one Sleeve and 'DON'T BE LATE' down the other. The sleeves are a little long, but otherwise it's rather snug. Her long lavender hair is still up in a towel and her locket is back around her neck. She has her bag of products and her change of clothes under one arm. Her face is still a little flushed from the bath.
She's a little unsure what to say- she's determined that this be a happy memory for Milly. She holds the door open for her girlfriend. "E-everything's ready," She decides, after a moments thought. "Wh-what do y-y-you want to do f-first?"

Milly's graduation clothes hang at the edge of the room -- a reminder of things to come. It's a little sad to see it hanging right there as the pair of them enter the student council room, but at the same time, well... it's not a bad thing. It's what Milly decided had to come.
After all, 'it'd be weird if I'm still here next April.' At a certain point you do need to face things.
Milly, for her own part, is in a ruffly chemise; she doesn't want to risk sleeping with wet hair even the tiniest bit, so she's already taken the time to blow-dry. "Hmmm... well, once your hair gets dry, I want to spend a little time playing with it," Milly offers, first. That doesn't seem like an answer that actually gets her 'what they're going to do first,' though...
... so she appends, "I don't wanna make this night too intense. Maybe we can put on some television to start... I'm not picky on what, though."

Despite it, Emmy giggles a bit at the answer. "W-w-well, you shouldn't h-have to wait l-long." Not too intense, huh. "Alright." Emmy walks to the bed and picks up the remote, and flicks through channels a bit. Avoiding news, maybe a movie...
"Oh, h-how about th-this?" It's a romcom, a little on the old side, but fairly well known and well reviewed. It's the sort of thing you can safely have on in the background.
If they go with it, Emilia gets the brush Nunnally gifted her for her birthday- in nearly a year it's seen a lot of use- and places it where Milly can reach.
"A y-year ago... I n-n-never thought I'd b-be on student c-council... let alone wh-what this r-r-room would end up m-m-meaning to me." She smiles, earnest and honest. "I s-s-said this before b-but... th-thank you f-f-for believing in m-me."
After a few moments of quiet, Emmy reaches up and unwraps her hair- it gathers on the couch, even sitting up. And while a part of her wants to just sink into Milly and get comfy... she has been looking forward to this.

A mostly-just-noise romcom, huh. "That sounds good!" Milly enthuses, and she means it; she's always been a fan of that kind of thing. She takes it and gets it started without a ton of fussing.
When she sees the brush, she smiles, moving to grab it and sort out Emmy's hair a little. It's drier than she expected for how much hair Emmy has; she's actually a little impressed. Does Emmy's hair somehow dry faster...?
(No, the time just passes quicker with her.)
As the movie starts up, Milly takes a look at the hair and affirms, "Perfect," before starting to brush that hair. She's got a lot of practice with this, but she takes it just a little slower with Emmy; she's got a lot of hair, and more than that, it's so well-maintained...
"Thank you for following through," she replies. "I could've dragged you along a lot harder, but it seems like you didn't need it. I'm really impressed with the person you became this year." It really makes her feel like delaying was worth it for more than just herself.

"O-okay!" Emmy gets comfortable, closing her eyes and letting Milly do her work. The feeling of Milly's fingers gathering her hair, the brush running through it.
"I r-r-really didn't w-w-want to l-let you down. I w-w-was so confused when I s-saw the posters. Kallen and L-Lelouch found me in the g-garden and they h-helped me... realize I c-could do it."
The smile is audible in her voice, as she thinks back. "R-remember the l-look on Shirley a-and Rivalz' faces wh-when I was st-still here after f-four weeks?" Emmy lets out another giggle. "I'm r-r-really happy, too. I'm... really p-proud to be wh-who I am." She decides to say it, here, in this place just for them. "...Emilia Zabi. Th-Th-This year I b-became a spacenoid, a s-s-student council treasurer, a p-person with l-lots of friends... a-and somebody w--onderful's. Wonderful g-g-girlfriend."
(She's never going to get sick of saying that last one.)
Emmy hums quietly, moving her feet to the rhythm as Milly brushes. Her stammer even catches here, but she doesn't seem bothered. "Th-this is e-even nicer wh-when I'm... n-not sick." And it still makes her so, so happy to be loved like this. Cared for like this. "I th--ink... that time was wh-when... I officially s-started c-crushing on you."

Milly's work is, as always, deliberate but still a little playful. Occasionally she stops to just play with Emilia's hair, running her fingers through it or twirling a bit of it around her finger.
"I thought you could use the push, and you seemed like the sort of person who'd actually keep up with the job. Most people don't take it seriously." ... Or they can't keep up with Milly, but that's neither here nor there, as far as Milly's concerned. The two might as well be the same thing. "I think I knew it'd work out for you, though I'd be lying if I said there weren't spots where I was pretty worried."
She trails off for a bit, continuing to brush and watching the movie a little -- and letting Emilia talk, of course. "I couldn't actually tell you when I started feeling that way about you. Most of my relationships are kind of flirty and fun, but at some point I guess this got special to me." A pause. "It might have been your birthday, actually."

The playfulness is nice, and Emmy leans back a little towards Milly so she can get a glance back every so often. "It d-d-did, though." She considers asking more, but doesn't. "Y-you bet on m-me and... i-it paid off." She pauses. "I th-think a few p-people ended up betting on m-me, actually..."
Emmy listens this time, the movie being comfortable in the background. "Th-that party m-made me so happy. Everyone b-being there... all the presents..." That music box still sits on her bedside, and is opened often. She blushes. "A-a-and I c-c-couldn't believe you g-g-got Sheryl to c-come... No one had ever d-d-done anything like that for me."
Emmy takes along pause after that. It's a topic that could easily turn sad- but Emmy wants to see the bright points. "S-s-sometimes it feels l-like... I g-get to see a M-Milly no one else g-gets to see. And I'm s-so happy. Th-that. Y-you sh-show me th-those sides of y-you." This time she turns her head so she can see Milly's face. "A-and... I-I'm looking f-forward to seeing m-more you as. We. K-keep going."

"A lot of people wanted to bet on you, but I put a lot down on a trifecta and it really paid off," Milly teases, leaning forward to let Emmy see her wink at her. She considers punctuating it with a kiss on the cheek -- but ultimately returns to that hair.
"It was nice. I was happy to spoil you a little bit -- though I'd be lying if I didn't worry about it overwhelming you." It had been a lot at that birthday party. In the end, though, it was worth it to make Emilia's sixteenth something special.
When Emilia remarks on the Milly that only Emilia gets to see, Milly smiles. "I think that's probably true." She thinks about that -- the Emilia only Milly sees, and the Milly only Emilia sees...
... and then other Millies, too.
It leads her to wonder for a moment whether she should say something to Emilia -- about what she's thinking of doing. She decides against it, instead... and approaches the issue more generally. "I don't know if every side of either of us is going to be that flattering, but I'm definitely looking forward to it, too."

The teasing gets a little laugh out of Emilia, and she smirks. "W-well, we'll h-h-have to have some fun with your w-winnings." Still, when Milly talks about her worries, Emmy reacts easily. "It... really w-w-was but. I w-w-wouldn't ch-change it for anything."
Emmy nods slowly, as Milly says her piece. "M-maybe. But e-e-even if they're not f-f-flattering. They're. You and m-m-me. S-s-so. I want to see them." She pauses again. "But... w-w-we don't need to r-r-rush. We'll t-t-take our t-time. N-no matter wh-what."
It's Emmy now who takes time to watch the movie, wondering what to say next. Maybe they can just enjoy the moment for a while. Not get too intense. So she simply lets Milly work, with a content expression on her face.
"I l-love you, Milly."

After a little while longer of brushing Emilia's hair, Milly decides to take a seat next to Emilia instead. It's so well-maintained, she thinks again. She thinks a little about why that is -- but doesn't dwell on the negative possibilities. It's nice hair regardless.
"Yeah, we've got plenty. Even if it's going to get a little harder after I graduate," Milly agrees, settling in to watch the movie. She doesn't blush or flinch when she's told 'I love you;' she just nods and smiles, a happy little breath escaping her nose.
"I love you too, Emilia."
Perhaps that's really the best way of all for her high school years -- long and winding -- to end.
