After the shuttering of Saotome Labs by the Japanese government in response to the Manhattan Island incident, Prime Minister Yumi formed the Japan International Aerospace Corporation (NISAR). Many of the assets formerly held by Saotome Labs were merged with those of the Photon Power Lab; those that were not now fall under the NISAR banner.
NISAR is both a special operations unit (a role in which it is a subsidiary of NERV) and an arms manufacturer. NISAR primarily creates arms for Evangelion units, the Brave Corps, and the Neo Getter Robo.
