The Nega Force
A special operations team employed by the REA, the Nega Force is half black-ops, half public operations. Frequently, their clandestine activities take place simultaneously with their innocuous peacekeeping and training efforts. The team is headed up by Captain Yuliana Dispersal -- the subject of many dark anti-Newtype rumours -- but officially, the Nega Force is named for its capacity to exert negating force on hostile elements.

Ranking Intelligence: Major Pham holds a high rank in the REA, and is read into many things the rank and file are not. He has particular insight into a certain project.
The Nega Force: Pham's current project. While he grants the special forces unit great latitude, he has the capacity to order them to whatever task he needs settled.
Relationships
Yuliana Dispersal: Vinh regards Yuliana with some fascination, as one of the more unique assets of the Republic. He considers his appointment over her to be evidence that he may be earning forgiveness for offending the higher-ups. Personally, he thinks she's the biggest pain he's had to deal with for his entire career, and that's why he gets such satisfaction from telling her to go help people.
Wen Yuan: Vinh considers Wen to have excellent commander material, and has tried to recommend her for a promotion several times -- the fact that she keeps declining has earned her some personal distaste, from him. Regardless, he considers her a vital part of the team.
Parminder Chaudhri: Vinh personally requested Parminder be diverted from Intelligence to Special Operations when he was put in charge of the unit, having heard tales of his spycraft. He considers Parminder very good at what he does.
Cascade Wattana: As one of the most promising Cyber-Newtypes to come out of their most recent projects, Vinh considers the allocation of Cascade to the Nega Force a necessary sacrifice. He studiously ignores the complaints they send to him.
Alexsey Melnik: Vinh considers Alexsey's reaction to working with Yuliana long-term to be an essential piece of knowledge, and it was his eventual exit which inspired Major Pham to keep trying.
Brassy Cachet: Vinh has no strong feelings on her exit, either, though. The Republic is paying their pension, and so he considers the debt paid.

Wen Yuan
Wen Yuan survived the One Year War only due to cybernetic implants which help to regulate her body in the current day. These include ocular implants, which give her eyes a distinctive red colour, and have established her as a sniper par excellence. She remains a personable woman, despite her early trauma -- in many ways, she's the beating heart of the Nega Force, able to unite their disparate forces into something resembling order. Despite this, she declines all attempts at promotion.
Background
As a child, Wen was injured terribly in the One Year War; while much of the external damage was repaired, she has oracular-neural implants, a reinforced musculoskeletal system, a pacemaker, one false lung, and much of her mouth and neck has been internally replaced. She lost her sense of taste, but kept her sense of touch, thanks to efforts which helped save much of her skin. While she manages to look more or less like a normal human, these days, Wen remains affected by her experiences.
Rather than creating a bitter person, though, Wen kept her basic optimism about humanity -- she joined the military in order to make a difference for normal citizens who were ravaged by war. They altered her ocular implants to a military level of specificity and trained her as a sniper; it wasn't long before Wen Yuan was recruited into Special Operations for her talents in long-range shooting.
She's taken to her assignment to the Nega Force very well -- Wen is fascinated by Yuliana's unique talents, and finds her arguments compelling. While she's bothered by the fact that every Cyber-Newtype assigned to them seems to wash out immediately, she doesn't blame them for not being able to withstand Yuliana's bullying; at the same time, she doesn't truly grasp the full extent, being unwilling to look.

Cybernetics: Wen has extensive internal cybernetic systems which allow her to do things normal humans can't. Unfortunately, she's lost her sense of taste because of an artificial tongue.
Sniping Skills: Wen is a highly-classed sniper, both on foot and in a mobile suit; she does her best work at range.

Parminder Chaudhri
One more star computer science graduate out of thousands, Parminder quickly found office life didn't suit him and made his name on the illegal circuit instead, hacking systems and selling data. The REA pulled him up after he managed to access top secret files -- and gave him the choice of jail or a job in the military. He spent some years working for REA's intelligence division, learning how to physically infiltrate locations just as well, before he was assigned to the Nega Force to provide them with operational support.
Background
Parminder Chaudhri was always academically talented, but had little insight into the actions of his schoolyard friends; he preferred the logic of numbers to people. He translated this preference into an understanding of code, and graduated with highest honours from his university at the early age of eighteen.
Unfortunately, the world didn't have engaging enough puzzles for him to solve in the corporate world -- so he went into its underworld, instead. He turned his talents towards data infiltration, and taught himself the scripts to get people to trust him with their passwords when he rang. This was a much more engaging way of living, until the government caught up with him.
Luckily, the Republic recognised he had talent -- so he signed on to their intelligence division, rather than be imprisoned. The somewhat less-than-savoury actions of REA Intelligence engaged his intellect much more than office work ever had, so he found himself perfectly happy to stay.
A few years ago, he was reassigned from Intelligence to Special Operations -- so that he could join a new team, the Nega Force. He has plenty of freedom here, so he's still happy. He doesn't mind what they do in the slightest, because it's all very, very interesting.
Resources
Information: Parminder is an Intelligence transplant, which means that his skills are in the requisition and application of information. He's very good at finding things out, especially things other people would rather hide.
Piloting: Parminder is not cleared as a mobile suit pilot. However, he possesses licences to helm cruisers, drive heavy and light vehicles, and he even has a motorcycle licence. Reportedly, he just can't get a hang of piloting something which has feet.
Spycraft: While Parminder doesn't pilot wanzer, he is proficient in hand-to-hand combat and on-foot conflict, particularly in civilian areas where he isn't expected. He has a very, very fancy watch.
Cooking: Parminder is an excellent cook -- and a distressingly average baker.

Cascade Wattana
Orphaned in the One Year War, Cascade was raised as a ward of the state until they were transferred to a new care facility in Bailuo Laboratory. There, they were adapted into a Cyber-Newtype, and assigned to the REA's military forces. Unfortunately, their assignment was to the Nega Force, so they've been having a bad time.
Background
Cascade wasn't even in school when the One Year War occurred -- they certainly can't remember their parents. As one orphan amongst thousands, they were raised in various orphanages and foster-home situations which did little to provide stability, even if some people did try to give them a positive upbringing. Finally, they were sent to a facility which was meant to see to their care as a teenager. Of course, it was really a laboratory, and Cascade found themself adapted into a Cyber-Newtype, regardless of their wishes.
Once they had adapted to the changes, they were signed up to the military -- something they nominally had a choice in, but didn't, really. They were assigned to the Nega Force, where Yuliana has been tormenting them ever since.
Resources
Cyber-Newtype (Attuned): Cascade went through a special program of attuning during their time at Bailuo, which has increased their powers as a Cyber-Newtype. The less said about the process, the better.
Explosive Ordinance: Cascade's speciality as a pilot is long-range bombardment: if the Nega Force needs something blown up with as many missiles as possible, they go straight to them.
Resourcefulness: As a scrappy orphan of the One Year War, Cascade is used to getting anything they need to survive done, even if they're at a disadvantage.

Alexsey Melnik (Retired)
Background
Pulled into Cyber-Newtype experiments when he enlisted in the military as a young man, Alexsey went on to become an effective soldier for the Republic, who performed especially well in peacekeeping outreach missions. He proved to have a big heart, and was something of a visionary about the future of the REA and their capacity to offer stability to the world through their food production.
He made no secret of his desire to make changes, when he got to the top.
Unfortunately, these pacifist undertones attracted the wrong sort of attention as he rose up the ranks, and when he reached first lieutenant he was reassigned to a new unit -- the Nega Force.
His presence there was meant to test a core thesis statement: could Yuliana work with Awakened individuals, over the long term? What would happen, if they were made to stick together?
(This wasn't the only thing they tested, but it was certainly the driving question behind the investigation.)
Yuliana was particularly cruel to Alexsey -- she made his life difficult at every turn, ideologically and practically. Being a bully on top of her empathic abyss was too much for Alexsey to deal with, and eleven months later, Alexsey was successfully medically discharged from the military.
He currently lives in a frosty corner of Zaftra, on a military pension, and speaks to few people. He keeps sledding dogs, instead, and makes a living transporting goods into places too precarious for mobile suits to go.
His dogs are the main thing which have kept him from falling to complete madness, though it's notable that he prefers to live in such an isolated place, these days.
Alexsey's records have been obscured in the REA. However, certain pacifists still remember his efforts in the REA's military and wonder as to his whereabouts.
(As a service to a faithful member, the military has unofficially 'discouraged' reporters from chasing up Alexsey's whereabouts.)

Brassy Cachet (Retired)
Background
Brassy Cachet had a reasonably happy upbringing, before she fell into a dodgy crowd when she went to university. They encouraged her to sign up for mental enhancement lessons -- which ended up being Cyber-Newtype experiments.
Brassy, by all metrics, was a Perfectly Average Cyber-Newtype, neither under- nor over-performing in any of her tests. That's the precise reason why Vinh Pham chose her to transfer to the Nega Force after Alexsey retired: to test whether Yuliana's disruption would eventually grind her down, too.
It certainly helped -- but so did Yuliana's campaign of bullying, which particularly affected Brassy. In the end, she only lasted eight months before she, too, successfully retired.
She's currently living in the Henan province under a fake name; she rarely leaves her house, and has few contacts. She receives a military pension, too.
